While the term “identity provisioning” refers to the process of creating a person record at Penn State, the Penn State Identity Provisioning service is a process that enables the creation, re-activation, and provisioning of a Penn State Access Account. The account is available to the user in real-time with limited access, including Penn State authentication, network access, and wireless access while at a campus location.
Only a Penn State Identity Authority (a business unit authorized with the responsibility of creating or updating identities in the Central Person Registry) is permitted to use Identity Provisioning as a an application to create or re-activate Penn State Access Accounts. Users of the application will ultimately be those individuals who are eligible to create an account at Penn State, such as a prospective student.
Currently, Identity Provisioning is being used by The Graduate School.
- No need for in-person verification or wet (physical) signatures.
- Access Accounts are created in real-time.
- Online policy agreement.
- Account created meets Penn State Bio Record standards.
- Providing the ability to self-manage passwords (because of setting security questions)
- Online application that can be integrated with an Identity Authority process.
- Data accuracy certification screen.
- Allows for history data to be entered (name, address, etc.) if appropriate to determine if an account already exists for the individual.
- Requires establishment of security questions (for new accounts).
Service Availability and Maintenance
For portions of the service that ITS maintains (the application itself, matching, etc.), scheduled maintenance is performed during the daily maintenance window from 5:00 a.m. to 7:00 a.m. EST/EDT. During this time, systems and services may be affected. Unanticipated urgent service issues may require maintenance at other times.
There is no charge for this service.
The service is currently being used by The Graduate School, but it will be used by other identity authorities in the future.
Currently, individuals who are applying to The Graduate School are eligible to establish or re-activate an Access Account through Identity Provisioning.
The customer must be an Identity Authority in order to implement the service for its users. An Identity Authority is a trusted university entity whose agents have been granted authority under Penn State Administrative Policy AD95 to perform identity registrations, verify user information, create identity records, and issue credentials that work with Penn State authentication and authorization processes supported by Penn State Identity Services.
